Project Board

Terms of Reference

1.    The Governing Executive meeting held on 5 March 2010 agreed that the Capital Project Steering Group should be replaced with a Project Board, which should normally meet four times a year (with two meetings taking place in the Summer Term) and whose role would be to oversee the implementation and management of the capital project.  

2.    It is proposed that this be a steering group of the Governing Executive, with up to 2 external members. Membership would be as follows:  

    Chair of the Governing Executive (to chair the Project Board)

    Chair of the Finance Committee

    2 further members of the Governing Executive who are not current staff or students of the College

    3 staff members of the College

    2 student members of the Governing Executive

    Principal

    General Secretary

    up to 2 other external members with relevant expertise

    Project Manager to be in attendance as appropriate; Clerk to be in attendance  

This would give a total membership of up to 13. Appropriate professional advisers and additional members of the College will be invited to attend meetings as required. No member of the Audit Committee may be permitted to sit on the Project Board.  

3.    It is proposed that the terms of reference be as follows:  

a)    to oversee the implementation of the capital project on behalf of the Governing Executive

b)    to receive advice from and liaise with the Finance Committee and Audit Committee on financial and risk aspects of the capital project

c)    to receive and consider professional advice

d)    to ensure that co-ordination of the work of the user groups representing stakeholders in each aspect of the project is taking place

e)    to receive regular reports on the impact of the project on students and staff

f)    to ensure that local people are appropriately consulted throughout the process

g)    to keep staff, students, members of the Governing Executive and other people informed of progress through all appropriate means.
